Background of “Voices From the Hall – Should citizens support passing the political reform proposal by Legco”

On 7 January, 2015, the Hong Kong Special Administrative Region (HKSAR) Government published the “Consultation Document on the Method for Selecting the Chief Executive by Universal Suffrage”, and commenced the two-month second-round public consultation on the method for selecting the Chief Executive by universal suffrage in 2017. “Voices From the Hall – Should citizens support passing the political reform proposal by Legco” is organized by POP and RTHK. It aims to encourage the public to deliberate and discuss on this public issue. The forum is held in LT V322, Jockey Club Innovation Tower, The Hong Kong Polytechnic University on 14 June (Sunday), 2015, from 10:00 a.m. to 1:00 p.m. RTHK Radio 1, RTHK special live webcast and TV32 broadcasted this event on live.

Introduction to "Voices from the hall"

"Voices from the hall" is jointly held by RTHK and HKUPOP, aiming at encouraging the general pubic to debate on important issues and to engage in discussions. This event is based on the "deliberative polls" concept developed by Standford University of the America, in which to random sample out 100 Hong Kong citizens to attend the debate and to listen to both points of the positive and negative side as well as to question guests. Changes of public opinion before and after the debate will be analyzed.

The government has launched the second public consultation entitled “My health, My choice” in 2010, suggesting the Health Protection Scheme (HPS) proposal, a voluntary, government-regulated PHI scheme. “Voices From the Hall –Do you support the Voluntary Health Insurance Scheme” is organized by POP and RTHK. Background of “Voices From the Hall – Should citizens support the decisions of Standing Committee of the National People's Congress on the universal suffrage of Chief Executive”

The Standing Committee of the National People's Congress has published its decisions on the methods for selecting the Hong Kong Chief Executive in 2017 and for forming the Legislative Council in 2016 on 31 August 2014. The framework includes the provisions for the number of members, composition and formation method of the nominating committee for the Chief Executive of the fourth term, as well as the formation method and number of Chief Executive candidates. “Voices From the Hall – Should citizens support the decisions of Standing Committee of the National People's Congress on the universal suffrage of Chief Executive” is organized by POP and RTHK. It aims to encourage the public to deliberate and discuss should citizens support the decisions of Standing Committee of the National People's Congress on the universal suffrage of Chief Executive. Background of “Voices From the Hall – Whether Citizens Should Support Civil Nomination”

The Government published a consultation document on political reform in early December 2013 to consult the public on the methods for selecting the Chief Executive in 2017 and for forming the Legislative Council in 2016. One of the controversial topics is whether to nominate Chief Executive candidates by civil nomination. “Voices from the Hall – Whether Citizens Should Support Civil Nomination” is organized by POP and RTHK. It aims to encourage the public to deliberate and discuss whether citizens should support civil nomination. The forum will be held in RTHK on 16 March (Sunday), 2014, from 10:00 a.m. to 12:00 noon. Background of "Voices From the Hall – Consulting Citizens’ Expectations on the Policy Address"

Chief Executive CY Leung will announce his second Policy Address in mid-January 2014. In view of this, RTHK and HKUPOP jointly organize the "Voices From the Hall –Consulting Citizens' Expectations on the Policy Address" event. The goal is to select 100 citizens via random telephone surveys, encourage them to participate and ask the CE directly about questions relating to the Policy Address onsite. HKUPOP will then conduct aggregate analysis and release results instantly. The forum will be held on 16 November, 2013 between 10 am-12 noon at RTHK, and it will be live broadcasted via RTHK Radio 1 channel.

Background of Voices from the Hall – Deliberative Forum on Landfill Extension

In Hong Kong, thousands of tonnes of garbage from business, industry and residences need to be disposed of everyday. Three strategic landfills, namely West New Territories Landfill (Nim Wan, Tuen Mun), South East New Territories Landfill (Tseung Kwan O) and North East New Territories Landfill (Ta Kwu Ling) are the key disposal sites for Hong Kong. According to the Environmental Protection Department, the three landfills will become full in the next two to six years. Without extension of landfills, waste recycling alone cannot deal with the thousands of tonnes of waste generated by households, restaurants and construction sites.

“Voices from the Hall – Deliberative Forum on Landfill Extension” was cooperated by POP and RTHK. It aims to encourage the public to deliberate and discuss whether the three landfills in Hong Kong should be extended as soon as possible. The forum will be held in RTHK on 24 August (Saturday), 2013, from 11:00a.m. to 1:00p.m.. RTHK Radio 1 will broadcast this event on live.
